What we can do is disable the reporitory in the ant task
<artifact:dependencies/> at all (you can do this by adding a dummy
apache.snapshots repository there and disable everything?). This should work?
The porblem: There is an Maven-Ant-Tasks issue open that says, the "never" is
ignored somehow by maven-ant-tasks.
