This patch covers a much wider portion of the system, in accordance with the
feedback. The goal is to replace manual condition checking throwing
IllegalArgumentException with Preconditions.checkArguments calls. If the
feedback on this is OK, I will of course continue to cover the rest of the
system and provide a second patch.
