you are right about "viewissue/search".. I dig around about how to get list of 
all users and it seems that you cannot do it easily. Looks like this API method 
is intended to provide lookup data for autocomplete field and works only with 
some valid part of username entered.

I will try to search more in this topic, but for now the only brute force 
workaround is to query for all letters in the alphabet separately (like: 
username=a, username=b, etc) and merge results, but it gives MUCH overhead and 
since wee need usernames to prepare version string every time the documents is 
checked - it really sucks...

as for testing - we do not have running Jira in our company. earlier we did 
some tests with free trial, but we have no experience with Jira. We only wanted 
Jira connector because our potential clients often have Jira as bugtracker... I 
think we can run some tests against Apache Jira :)
