It may well be that we need to write a Jira plugin in order to fully support
security for this repository. Even if the viewissue API call returned the list
of users, the list is potentially large, as discussed before.
Obviously this would be a major undertaking which will require someone with
expertise in Jira, and with a Jira instance on hand to develop against.
If there is such a plugin built, it will need two methods:
(1) Return a minimal set of users/groups who can see an issue, and
(2) For a user, return the set of groups that they belong to.
