I have done some initial research. Although there are lots of open
source web-based tools for project management, I haven't been able to
find one that exactly matches our needs.
More specifically, I see a need for "skills management" functionality
(that was in fact how this thread started). A user should be able to
specify his or her skills and special interests, and the system should
be able to search a skills database in relation to a specific task to
find the persons that have the needed skills an interests. This does not
seem to be a standard functionality in project management tools.
But I don't give up that easy...I wonder if we could persuade somebody
to develop this functionality as an extension to an existing tool. It
would be good PR for a project management tool that the OpenOffice.org
chose it...
