No, it is an association called Team OpenOffice e.V that is based in
Germany and that allocates funding worldwide. But it's not like the
funds are big, and also don't forget that may native-lang projects have
their own legal entity with donations processes.
This german association has been formed by Sun engineers in Hamburg, but
as individuals, not as Sun employees.

I have often felt that the lack of a marketing budget for OOo was one of
the greatest obstacles for its spreading. Some marketing funding would
be really nice to have. Actually, I happen to know a couple of companies
and organizations here i Denmark, who would be willing to help. But of
course they would want some kind of documentation for what what the
money would actually be used for. They wouldn't want to just put the
moneny into Sun's pocket.
