I know for a fact that The British Education Communications Technology Agency (BECTA) would welcome suppliers to schools in the UK that pre-installed OpenOffice.org on all the machines they sold to education. I have discussed ways of getting this done with the Director of Strategy for Infrastructure. If DELL said they would do this for machines sold into education it would definitely, at minimum, give them a raised profile through government and contribute to brand awareness and advertising which is a real cost to them. So there is certainly a marketing positive for them there.
