I am not sure cloud computing is compatible with FLOSS since FLOSS is a product (chunk of code) and not a service (that you can subscribe).
Having a cloud computing deployment requires a lot of servers to be able to host all these people. So having OOo on a cloud is not up to OOo project but to a company that can serves this (and buy the servers and maybe a add-driven model).
Something similar could be comparing Wordpress.com and Wordpress.org and Blogger.
So the question is if we should have an OpenOffice.com that can get this service to the masses and if there is any interest AND RESOURCES to work on a port of OOo to the Web.
