Yes, it's one of those miserable problems with multiple facets. There
are also the marketing, ux, and art teams of the other stakeholders [1]
to consider.

Icons should IMHO not have any text. Otherwise, it'll say
"ODF",
"ओढव ",
"одФЪ",
"简称",
and so on and we'll run out of space on the 16x16 versions.
Icons should not IMHO be tied to specific applications.
Remember, there are 16x16, 32x32, 48x48, 64x64 and then the larger,
scalable icons to consider. On each of those, it would get too busy if
one tries to impose four items of textual and visual data.

2 mime type visual
3 mime type UTF-8
4 general odf visual logo or trademark
The icon will be too noisy or crowded if all 4 are attempted. Two might
be too much.
Better visibility for the brand might be achieved by ensuring that the
main suites (OOo, SO, Symphony and Koffice) can smoothly exchange
documents without problem. Also there are a lot of easier UI issues to
take care of.
However, if there is some legitimate work on icons, then it can serve as
a starting point for discussion. All that any of them can do is start
working on icons and then move towards a common denominator.

There is also the opportunity to leave the vendor lock-in paradigm back
in the 80's where it belongs. Office data can be independent of
application and vendor. Look at how Firefox or Opera do branding.

[1] MS staff have established an antagonist here. AFAIK neither of the
two griefers on the Orvieto committee nor any other MS representative
have made even the slightest public apology for the scandalous behavior
regarding office document standards these last five years, nor for the
regional scandals in ISO member countries.
To be meaningful the apology would have to be backed up by actions, such
as a no-strings-attached all-cash 6-or 7-digit donation to EFF, FSF, or
OASIS. No fraud like vouchers or 'in-kind' donations.
