Please, keep in mind that this would most likely change *all* build tools, which are dealing with the POM contents right now, including such trivial things like auto completion in M2E while editing the POM. IMO, this would be a major hazzle to all users, and we should avoid that. There isn't so much to gain from changing the well understood XML format of the POM.
