Forgive the way other Apache projects might use vetoing power, but I
can't see anything inappropriate about casting a -1 vote on a commit.
It's perfectly fine to cast a -1 given it's appropriate.
The vote isn't about intentions to solve or fix the problem, but the
sentiment towards behavior. Especially since I can't find anything
in Apache rules that make voting binding unless it's a release,
Vetos are binding which means the commit must be undone. Voting -1 on
a release is actually not a veto. You need at 3 +1s and outcome a
positive number of votes.
I can't find Brett to be out of line. Maybe there are some unwritten
rules of etiquette here...
In sentiment no, in action yes. Go search the other Apache lists,
voting -1 is a rarity and is usually associated with a technical
disagreement. So you could use this an example of how not to use a -1.
