No it doesn't - it should. I think that's a bug. I don't generally encourage using a property from the command line or settings, but your use case sounds valid, and I think that's being used in the hudson builds Jason was referring to as well. It should behave consistently between the POMs.

I don't have time to dig into your example again now, but does the use of dependency management to centralise it in the top POM solve this for you?
