At the moment here is the people that show interest contributing to this

As Apache JAMES PMC member I can only tell that probably JAMES is not
the place for this dns project as we would be users for this library but
DNS is not so related to email that is JAMES primary topic.

Now I think that the Mina PMC has to decide whether this work should be
started in a MINA sandbox or we should better request a Lab for it.

For my experience it is better to avoid working offline and instead
start working directly in an ASF repository, so it is much more clear to
everyone who committed each code and where every piece of code has been
contributed from.

The main problem is that Apache Labs does not allow to create new ASF
committers, so to have you aboard our only chance is to find a space in
another project (MINA?).

What do you think about the Incubator?  I believe there are enough
supporters in the ASF, so writing a proposal for the incubation might
attract more people here.  I'd love to become a mentor if I deserves a
mentor.
