Now I think that the Mina PMC has to decide whether this work should be started in a MINA sandbox or we should better request a Lab for it. For my experience it is better to avoid working offline and instead start working directly in an ASF repository, so it is much more clear to everyone who committed each code and where every piece of code has been contributed from. The main problem is that Apache Labs does not allow to create new ASF committers, so to have you aboard our only chance is to find a space in another project (MINA?).
What do you think about the Incubator? I believe there are enough supporters in the ASF, so writing a proposal for the incubation might attract more people here.
