Those side effects are not just potential. Increasing that active zone will 
have knock on effects throughout the UI as it significantly changes the balance 
between the Moblin Toolbar and the application toolbars. I would strongly 
advise looking in the direction of a down gesture but as I say, if you've got a 
specific bit of hardware then let us know and we'll help.

Well, I thought increasing the width of the active portion at the top 
was a 'reasonable' workaround but, as I said, not perfect since it has 
potential side effects.
