Sure, you can do that. There is an fvkbd.dtd file in the source package's layout/ dir. You can follow that to write your own keyboard.xml file. Well, I don't update that DTD template file to the latest version yet, so you might reference to the keyboard.xml in layout/ for some newly added features too. In fact, you don't need to override the default keyboard.xml file.
