plexus utils is at 1.0.1 - 1.5.6 is latest - but I think it requires
maven 2.0.6 at runtime (?)
Yep, if a plugin really depends on plexus-utils != 1.1, it also depends
on Maven 2.0.6+. The technical background is here:

In short, previous Maven versions always imported plexus-utils:1.1 into
the plugin class realm no matter what the plugin POM states.
