This behavior looks good, yielding correct links when possible & hopefully
raising awareness of ordering issues. Executing the "site" goal twice would be
too painful for our projects with lots of unit tests being reported on, but
there's nothing more to do in this plugin. Thanks!
And it seems like Maven 2.0.10 also doesn't respect POM ordering of reporting
plugin execution...
