As mentioned before, this ordering problem might be linked to MNG-2258, but
also to MSITE-402.
By the way, I have one stupid question about determining if classes are test
classes or not:
Wouldn't it be possible to have the plugin checking for the java files in
*src/main/java* & *src/main/test* instead of checking for the html files in
*target/site/xref* & *target/site/xref*?
This would be a way to not rely on jxr execution order.
It could be made optional, something like "assume that xref reporting is
enabled and don't check that xref files really exist".
