I have the same need Matthew has, to downgrade a non-released snapshot 
dependency.

It would be misleading to change use-latest-release to 'downgrade' 
dependencies. IMHO The problem with use-latest-release auto-downgrade is when 
you forgot to release the dependency and your artifact end up with an undesired 
old version.

What do you guys think of creating a parameter -DallowSnaphotsDowngrade=true?
