use-latest-releases will only touch non-SNAPSHOT versions.
It is designed to take dependencies which are currently releases and move them
to newer releases. It will not touch -SNAPSHOT dependencies.
use-releases will touch -SNAPSHOT versions replacing them with the
corresponding release version... it makes more sense to add a -DallowOlder=true
option to use-releases rather than any of the other goals
