the pom.description is just a convention to get you started fast. You are
encouraged to put all localizable elements from the manifest into a bundle file
designated by the OpenIDE-Module-Bundle entry..
The general rule in the plugin is that entries present in manifest are never
overwritten by the nbm plugin. So your options within current constraints
include filtering the manifest file or the bundle file by the
maven-resources-plugin or some other maven plugin.
