I general i like your PR.
I would do 2 small improvements:
1) Cache the MyFacesConfig (should be possible here, right?)
2) I would like to have a bit more description of the new config param.
    It should clarify that a session creation is forced currently only when 
state-saving is server, and with statelessview or clientside there might be the 
"buffer bug".

ABout the default of the new config... I would like to see it as "false" as 
currently each request of a possible/public/stateless view will create a 
session.
But it also understand that its a possible error source, so for me it's also ok 
to make it true - and false only in 3.0
