What we in the Incubator have observed over the years is that when podlings are just starting out and trying to expand their communities, it is better to have all the user questions on one list. Thus the default for new communities is a single list. (Here's the advice page: <http://wiki.apache.org/incubator/MailingListOptions>.) Eventually a community may grow to the size that it needs a separate user list. There's no exact threshold, but eventually it becomes clear. Marvin Humphrey
