In index.html there are two </div> tags after <body ... and XLIFF_Filters
complain when one try to transform HTML -> XLIFF.
Yes. Those </div-s were needed to trick some atomatically displayed
project headers on the why.openoffice.org site.
You could try if the site looks ok without them too. They were not
needed if the page was not index.html. If you try without them, please
remove these three lines there:

</div>
<div id="bodycol">
