Is a software specification document. I'm happy to see this being developed in the wiki (so that everybody has the chance to review the spec in an early stage). I have no idea, if implementation has already started .. but I don't think so (as even the specs project lead is not confirmed yet).

Please notice, that "project lead" in this context is the lead for the feature that needs to be implemented and not the lead of a project in terms of the OOo project categories (e.g. a new incubator project).

All the rest is not much more than a collection of ideas and information to reflect the current status quo. Naming the documentation project (regarding templates) "dead" might be a mistake, but could be easily corrected. What in genereal is true is, that tere is no globally known place where users can download, upload, vote and comment on templates in an esy way. But this is not much more than a side note for the feature spec. Indeed .. this may lead to new project (within the Ooo categories). But this is more (imho) more related to the ideas of a "OOo-marketplace" than to the feature spec itself.
