Sometimes, you have people not daring to express themselves in public and in a non-foreign language. Sometimes, there are people who simply have too much to do (l10n, qa, local community, etc.). Then you have some cultural reasons: some cultures do not really promote the fact of communicating with alien people in public for instance. Anyway, one side of the walled garden is that this is sometimes much about the unease of publicity and not about the lack of cooperation. I'm thinking about three or four native-lang project leads here that almost never express themselves in public but talk to me regularly off list.
