Hello Neil,
I'd like to understand what my colleagues requirements on LTS are as well!
There seems to be some inherent mismatch when we talk about it, so I am not
really sure. But let's try:

#1 - we need support for JDK8 - everytime we upgrade I have to prove that
JDK8 is still supported and treated seriously. There is a fear that Apache
NetBeans community drops support for JDK8 and we'll be stuck with some
ancient version of NetBeans Platform.

i mean this can't be postponed indefinitely. At some point the netbeans project will have to decide if it wants to support running on JDK8 for the next 10+ years (public java 8 support ends 2030, payed support will most likely go on forever and morph into cobol ;)). Or branch into a multi-year longterm release in maintenance mode for ancient JDKs and a mainline release for new features.

If projects don't mind to run on ancient JDKs which still get bugfix/security releases, they should also not mind to use ancient NB platforms which also still get periodic bugfix releases. If they require something else they should sponsor a backport branch / contributions / get involved etc.

JDK 8 is a special case after all since it is the last major release under the old release model. It should get a bit easier in future.

regarding the IDE: I personally am always using the latest IDE running on the latest JDK. If i would encounter a showstopper bug i would switch to the last update release which worked fine for me until its fixed - LTS or not wouldn't play a big role in the decision which version to fall back to.

just my 2c,

best regards,

michael
