It would make sense to establish a policy that users and devs that build on the NB platform can rely on. I think the proposed idea of going back to the previous to current LTS version makes sense. So support running with Java 8 At least until Java 17 is released, then the minimum Java can jump to 11. Obviously at some point it makes sense to use features beyond Java 8. Knowing what the longevity of a particular NB platform is will help with planning.
