The point you make is right -- not all servers support Jakarta EE 8 and so that option should not be available for all the servers.
But, aside from GlassFish, the question is which of the servers do support Jakarta EE 8 and should therefore have Jakarta EE 8 be available to them? I also agree that the Payara folks (i.e., Gaurav) should be the one co-ordinating Payara with Jakarta EE 8. Anyway, I recommend we including your PR in 12.1, thanks for working on this.
