I'm still dubious about the cart-before-horse problem here. We shouldn't really be distributing binaries of sources that haven't been voted on .. .. of course, we're planning a vote on the 12.4 beta, which means if this was merged pre-beta, the binaries uploaded after vote, and the second PR before feature freeze, we're a little more covered. We really need to work out a better way to handle this, which I still think is separate vote and distribution for internal binaries. Unless we start expecting everyone to build them all from scratch when we do a source vote?!
