A wild guess is that it has to do with what goes on in https://github.com/apache/netbeans/blob/master/java/maven/src/org/netbeans/modules/maven/execute/CommandLineOutputHandler.java (I see some JSON parsing there), but what baffles me is why it only affects Test and not Run. Both are Maven executions.
For the "mvn test" (from within the IDE) I see quite a lot of fluctuation. Anything from 12-15 secs, but sometimes 45-50 secs. I have a weird feeling that it gets slower the longer the IDE has been alive and the more times I've executed this. By contrast "mvn exec" (from within the IDE) is always around 2 secs.
