In Apache projects, "consensus" means *widespread agreement among people
who have decision power*. It does not necessarily mean "unanimity".

The project uses documented voting rules to build consensus when discussion
is not sufficient.

It doesn't render it obsolete, it just leads to the next stage of any
decision process if that's the only option.
