What about open issues? How are you going to track them if you won't migrate 
them?

I don't think we should have component for every plugin and as for CakePHP 
there are only 18 CakePHP specific bugs in Bugzilla. The last one #256685 [1] 
was resolved in November 2015.

And for the record I am against migrating any bugs from Bugzilla to JIRA. We 
will just switch Bugzilla to read-only mode and start filing bugs to JIRA from 
issue #0 after donation is complete.
