So effectively what I did yesterday, was move the jira-users group into the 
committers group, since they have the 3 permissions I found JIRA needs  for 
resolving a ticket:
Close Issues
Resolve Issues
Transition Issues 

Previously all jira-users were in the contributors group which didn’t have 
access to the role ’Transition Issues’, which I suspected was the issue with 
Matthias’s ticket.
