Exactly -- and this was my original point: does it matter whether or not
the NetBeans Platform starts, so long as applications built on top of it
can start?

But also, I'm concerned that when we go to the IPMC with a vote thread, one
of them is going to have a problem starting the NetBeans Platform for the
reasons encountered by Chris and Emilian and then the release will be
rejected.

So, what's the solution?
