Thanks for reviewing the dependency upgrades.

Reviewing the issues assigned to release version 1.28.0 [1] there are
several new Processors, and additional features, so that seems the
logical next step for a new version.

We are also approaching readiness for the 2.0.0 release, but I will
start a separate thread on that when ready.
