In all honesty, this is maybe not something which we should host in Nutch. It
is a supporting tool and therefore one could ask the question where do we stop
with such tools before we consider them as contrib components. I personally
don't like contrib components (and would therefore welcome any contribition for
possible inclusion) but then the possibility arises that Nutch and the PMC are
left with more code which we need to maintain.
Anyway, to answer your question directly... yes. You've hit it bang on.
