If you want to use the PRODUCT PRICE COND method, then you are welcome to do so.

I don't know what you mean by "the QUOTE_ITEM qty break prices". You simply 
take a product ID, a quantity, and some other criteria and look up a price. It 
doesn't matter if the result goes in a quote, an order, or somewhere else.

It could be I am not understanding what you are trying to do. If you are trying 
to directly connect a quote to a pricing method, then that violates the data 
model and I would recommend you not do that.
