I took a quick preliminary look at the patch; if my understanding is correct,
this is essentially the same as LAST_ONLY except that it's looking at
nominalTime + 1min instead of nextNominalTime. In other words, this is like
setting the timeout to 1 minute, but with SKIPPED instead of TIMEDOUT. Is my
understanding correct?
