this is what I've done so far...
* Externalized any strings into properties files
* did the German translation for the properties files
* externalized featureName, providerName and pluginName beside
of other strings found in feature.xml/plugin.xml into properties
files and translated them into German
* generated an update site project it reassembles what you Jon
already have done
* I will create a help plugin project and I will generate as well
the appropriate nl1/nl2/nl2a help fragment projects
A note regarding warning/error message:
You should use String.format() for producing warning/error messages
this makes the externalize string process and the accompanying
translation process easier.

Actually Eclipse help is made this way, and in one of our previous
projects in IBM Egypt we made the similar thing.
