I'm +1. I agree that we should be giving sponsors priority regarding logo placement. The sponsors need to be able to justify their sponsorship by saying "I will get more customers, or reduce my costs, by sponsoring Openlayers".
The one minor suggestion I would add to "Goals of Sponsorship" (which is not essential) is to reference "Quality"... 4) Make OpenLayers a more useful web mapping toolkit available by enhancing the library... and improving quality.
