Maxim, new users don't know how to open a chat panel. For returning users I'm ok to keep the last opened panel open.
Right now I need to draw arrows to attract user attention to the chat panel, and some people don't see arrows because everyone has these arrows somewhere on the board, and sometimes out of the screen.
