I actually quite like the timeline you put into the proposal. That shows
quite a good commitment.
And I like your goal and "why me" part.
On the rest, don't get me wrong, it's not critics. I am just looking at how
can we get the best chance in Google approving the proposal.
I would suggest if you could potentially put a bit more detail into the
"Project" part, explaining what you plan to do. Possible questions might be:
- What tools and methods are you planning to use?
- What have you identified as the biggest challenges in the project?
- Any kind of approaches of how you plan to test and verify the results?
Usually High Level Design would also just quickly outline a use-case. Those
are formulates something like "As a user I would like do xyz". Makes always
a good impression to start with the user/customer perspective in such

And in the project goals, you have a 1 soft goal. I say soft cause I read
that as a spec, specs define goals into "must" "should" "might". Might
means: We maybe achieve this but it's more like a nice to have. It might be
just me reading too many of such specs :)
But maybe you can formulate it differently?
Or even better would be if you could maybe break it down a bit and divide
it into "sub-goals".
Personally I would also like if you could define some browser/target
platforms. This is purely for my interest so I can prepare how I can help a
bit and look at the outcomes. But it is also quite general part of any spec
to define some target platforms.
PS: When do you have to submit the final proposal?
