Hi Gaurav,

I don't understand why it's wanting to upgrade if your are doing a clean new
install... like u were telling on the IRC

I'd suggest that you do the following:
1.) Stop tomcat, delete the extracted openmrs folder from tomcat
2.) Drop the database
3.) Delete %APPDATA%/OpenMRS/openmrs-runtime.properties file
4.) Start tomcat

Hopefully now the wizard should run again... and then no errors should be
seen.
