The more interesting thing that I've observed with that failing changeset is
that if I do a jetty:run... the precondition fails, but because its
MARK_RAN, it says:

Marking ChangeSet:
liquibase-update-to-latest.xml::201103112153::suho::(Checksum:
3:08810e40aab9de8ad17c1ce0e0c8753b) ran despite precondition failure due to
onFail='MARK_RAN':

... and things move forward without problem and OpenMRS starts up fine.
