We haven't discussed who should have permissions.  To date its just
Saptarshi, Matt Blanchette, and myself.  And only 2 in that list know what
they're doing.

Do we create a new repo group for modules and give everyone rights to it? Or
just most people rights to it?
Or just create a jira project and give a few people the power to push?

How is this typically done in other projects?
