The process is more like this: 1) Create the new file 2) Create a ticket 3) Attach the file to the ticket 4) Add a comment and/or wait for someone to triage the ticket 5) Wait for someone to assign you as the owner of the ticket 6) Wait for someone to review the file (structure checked, but content taken as-is due to it being another language) 7) Wait for someone to apply it
5-7 are usually done all at the same time though.
