I don't think we generally need SNAPSHOT module artifacts... that is just more where they should go if we do need them... perhaps for core modules at some point, etc...
Saptarshi's votes sound good to me... and having a automated deployment between the module.openmrs.org and RELEASES makes sense, though this can be a future feature. The key thing is to set a module's pom so that when you do a mvn deploy it sends it to RELEASES.
