Yes, I did run a make clean from the root dir, and it did work later, but I think some of the documentation needs to be updated to reflect the changes that happened in OS X 10.11
I ran into issues with openssl because Apple removed openssl headers from OS X with the release of El Capitan. I had to download a new instance of Openssl and specify the --with-openssl option in Configure. Along with this, the OPENSSL_CFLAGS environment needed to be manually set to point to the include directory of my openssl download. The makefile of the ext_libraries/serf also had to be modified slightly.
