It doesn't, since it only discusses the legal point of view. On the policy side, instead, the Foundation (not only OpenOffice) requests that code is voluntarily contributed.

So the OpenOffice page is correct: in principle, Apache will not use code that is not voluntarily contributed. In practice, I believe we don't have (and for sure we don't need!) a formal process to ensure this. It is an ethical guideline peculiar to the Apache Software Foundation.

So the OpenOffice page should not be changed, but maybe it can be enriched with a link to an existing page that explains the above.
